INTERREG Joint Technical Secretariat, a public entity established by the Ministry of Interior of the Republic of Lithuania, is responsible for the operational management of the Lithuania, Poland and Kaliningrad Region of Russian Federation Neighbourhood Programme.
Lithuania, Poland and Kalinigrad Region of Russian Federation Neighbourhood Programme
Lithuania, Poland and Kalinigrad Region of Russian Federation Neighbourhood Programme (Programme) fulfilling the role of an INTERREG IIIA programme for the Lithuania, Poland and Kaliningrad Region of Russian Federation border, is designated for co-operation of bordering regions. The Programme is co-financed by the funds of European Regional Development Fund (ERDF), TACIS programme and the partners. The Ministry of Interior of the Republic of Lithuania acts as the Managing Authority of the Programme. The main decision making body is the Joint Monitoring and Steering Committee of the Programme, consisting of representatives of Lithuanian, Polish and Russian national, regional and local authorities and social-economic partners.
Tasks of INTERREG JTS:
Among its tasks and responsibilities in support to the Managing Authority the JTS: registers the applications submitted and manages the project application process for all projects, including providing information and advice to applicants, and advising partners of decisions; particular attention shall be given to advice/support to project partners from Kaliningrad;
Uses the system set up by the Managing Authority to gather reliable financial and statistical information on implementation required for proper monitoring of the programme as well as ex-post evaluation;
Assists the Managing Authority in drawing up the annual implementation report;
Checks the validity of operations financed under the assistance;
Advises project beneficiaries on compliance with the obligations concerning information and publicity;
Organises and co-ordinates the preparation of the decisions to be taken by the Joint Monitoring and Steering Committee, in particular for accepting, considering and giving preliminary assessment of operations proposed for financing;
Cooperates on a daily basis with the bodies related with the implementation of the neighbourhood Programme in Russia and Poland: project support body in Kaliningrad, MEL and the Polish Regional Contact Points;
Liaises with the implementing authorities, the European Commission and other related INTERREG III cooperation areas.
