Improvement of state governing in the higher administrative units of territory of Republic of Lithuania (counties)

In order to optimise some functions executed by central government institutions, the Conception of decentralising and deconcentrating of some functions executed by central government institutions (thereinafter: Conception) and its implementation stages were adopted by Resolution of Government of the Republic of Lithuania No. 824 (25th of June, 2003). Government resolution No 1390 (11th of November, 2003) defined the first stage of implementation measures of the Conception. For the fist stage of implementation, reorganisation was performed in the field of professional training, general education, culture, personal and public health care, social services, also some functions of land-planning were transferred to the municipalities.

According to the plan of implementation measures of Lithuanian Government programme 2004-2008, county administrations will be reorganised. Preparation, implementation and co-ordination functions of regional projects will remain the responsibility of county administrations. Functions related to agriculture, land-planning, social security, health care, education, culture, public order and other functions, except objects of regional importance will be transferred to counties' responsibility. In order to implement these functions, amendment will be prepared for the Conception. Next step will be a preparation of a second stage of implementation measures of the Conception.
